19th EU sanctions package against Russia: targeting energy, third-country banks and crypto providers
The Council of the EU adopted on 23 October 2025 its 19th comprehensive sanctions package against Russia. It adds 69 new individuals to the sanctions list and introduces wide-ranging economic measures aimed at key sectors fuelling Russia’s illegal war against Ukraine – the energy, financial, and military-industrial complexes.
🛢️ Measures further restrict Russia’s energy sector and its ability to finance the war.
🏦 The EU also imposed sanctions on banks from third countries helping Moscow circumvent previous restrictions.
💻 Cryptoasset providers used to evade financial sanctions have been targeted as well.
🚫 The EU strengthened controls on the movement of Russian diplomats across its territory.
👶 New sanctions also target those responsible for the abduction of Ukrainian children.
This latest package reinforces the EU’s determination to cut the Kremlin’s war revenues and tighten sanctions enforcement.
